Step 31

In this step we'll make rain effect. You can use rain brush from water or splash brush sets but I prefer to make my own. Create a new layer and fill with black. Then go to Filter-Noise-Add Noise:


Press Cmd/Ctrl+L to adjust the noise intensity and brightness:


Go to Filter-Blur-Motion Blur:


Change the mode to Screen 100% and use layer mask to remove rain on middle and bottom sections:


Duplicate this layer to make the rain effect more visible:


Step 32

Make a new layer on the top of layers. Use soft white brush to paint on the right side of picture. I set the mode to Soft Light 70%:


Step 33

Use some adjustment layers to change color of whole picture:.

Gradient Map:   


Change the mode of this Gradient Map layer to Soft Light 100%.

Color Balance:


Selective Color:


Step 34

Make a new layer and take Radiant Gradient Tool with black and white color:


Change the mode to Soft Light 100% and erase a part on the right with layer mask:


Step 35

Final step: Make a new Levels layer on the top to increase contrast a little:
