Step 6: Arrow Stripes

Now we'll create some stripes with cut out arrows and splats using the Brush Tool. Select the Rectangle Tool (U) and create a blue stripe on the left of the skater, next select the Polygonal Lasso Tool (L) and create a selection of several arrow shapes, then create a layer mask on the stripe layer, Layer - Layer Mask - Hide Selection.

Duplicate the stripe layer, move it with the Move Tool (V) and place it on the right of the skater.

To Finish I used some Splats brushes I found on deviantART, load the brushes in photoshop, then paint with black for foreground color on the layer mask on both stripe layers using the Brush Tool (B).

Step 7: Text and Stripes

For the final step, you'll create some text on stripes with other splats, first create a black stripe with the Rectangle Tool (U), create a layer mask on the stripe layer and select the Brush Tool (B), paint some splats on the layer mask finish by writing some text with the Text Tool (T).

Repeat the same process for the other stripe, rotate it a little bit when you've painted the splats and written the text.

That's it for this tutorial, I hope you've learned some new techniques, post a comment if you have some questions.
