Step 1

Open photoshop. Create a new document. The dimensions are your choice. Create a new layer, Fill with a dark blue color 000c39.

Step 2

Using a soft white brush, click once on a new layer. Now using free transform tool, scale and you will get a soft white line as in the below image.

Step 3

Duplicate this line layer. Place it towards the left of the line. Apply color overlay of yellow color to this line streak. Apply the following settings as shown below.

Step 4

Duplicate this yellow layer again. Now you get the following image.

Step 5

Again duplicate the line layer. Change its blending mode to color dodge. Now apply color overlay (blue color) to this layer.

Step 6

Again duplicate the line layer and place it towards the right. You will get the following image.

Step 7

Duplicate the line layer again. You will get the following image. It can be confusing if you keep reading these steps. It will be easier if you follow these steps and do it in photoshop. :)

Step 8

Again dupliacte the line layer and place it towards the left. You can see that you will get a reddish color now on the left side.

Step 9

Duplicate the red line layer again. I placed it somewhere in the centre. You can see the red shade in the centre.

Step 10

Now create a new layer. Change the blending mode to overlay. Paint with a soft white brush on the selected area shown. This step brightens up our background. Now change this layer's opacity to 64%.
