Step 21

I rename these layers from 1 to 23 and make group for them (Cmd/Ctrl+G). Call it "fish cloud"  and change the mode of this group from Pass Through (default group mode) to Normal 90%:

Make two adjustment layers within this group to change color of this effect a little (Selective Color and Hue/Saturation):

On Selective Color layer mask I use soft black brush to erase the middle part :

Step 22

Make a new layer and use Dodge and Burn Tool for this fish cloud:

Step 23

Open butterflies stock. Add four ones around fence part to decorate the scene:

Make group for the butteflies as done with fish cloud. Use a Curves layer to brighten them:

Step 24

Create a new layer on the top and use soft white brush to paint on the top left of our picture then lower opacity to 70%:

Step 25

Extract tree 2 and place it at the top right of the image:

I use a Hue/Saturation layer to make the red tone stronger:

Step 26

Create some adjustment layers on the top (Gradient Map, Color Balance and Photo Filter):

Change the mode of this Gradient Map layer to Soft Light 100%.

Step 27

I use Levels and Hue/Saturation to darken and increase contrast for the picture. I use soft black brush on Levels layer mask to reduce and clear the effect on some parts as the screenshot below show:
