These artistic effects also have a vintage style effects, it makes a photo appeared like a classic image in a prime standard with Drawing Pencil Effects and Water Color Effects with the usage of some filter tools such as Gassian Blur, Noise, and Surface Blur with the clever way of using the History Brush to create the wonderful water color effect.

Part I: Retro Pencil Drawing Effect

Step 1:

 

Duplicate your pic and turn it to black and white ( there are many ways to do it but I choose simplest one is desaturating it by Ctrl+Shift+U). Remember you should not make high contrast between black and white.

 
 

Step 2:

 

Duplicate desaturated layer. Apply Gassian Blur:

 
 

Step 3:

 

Use Add noise filter:

 
 

Step 4:

 

Then apply Brush Strokes - Angled Strokes:

 
 

Step 5:

 

Set this layer to Multipy 100%:

 
 

Step 6:

 

Duplicate it and set to Color Dodge 50%:

 
 

Step 7:

 

Create a new fill solid color with color mode 9d8e8f, set it to Multipy 100%.

 
 

Final Result:
